#293 Chamber of suffering zone (identify + implement)

Since in the commonlands might be nice to get this one in: https://eq2.zam.com/wiki/eq2_quest:Chamber_of_Suffering

While the key may not drop, it isn't strictly true to say that the zone isn't in the game. My SK is standing in The Chamber of Suffering as I type this.

I picked up the key some time in the distant past and have had the quest in my journal ever since. As I was mentored down and travelling through The Commonlands today, I thought I'd go and see if I could finish it off.

The quest updated and I was able to access the instance. Sadly, all that was inside was a single room with three heroic groups of skeletons. No named, no drops.

The spawns have been added, at least a good starting point

closing as content team should be working issues outside of dev work
