#304 Quest is Sharable/Non-Sharable feature

We need a way to make quests sharable or non-sharable

active quests and for completed quest

most active quests are shareable, some completed quests are also shareable some quests you cannot share after any portion has started. can only share within your group, not to rest of raid

option to make a quest undeletable

command is /share_quest quest_id

We talk about sharable/non-sharable flag here, i guess

yes but the command to share a quest has to be implemented to complete this
