#432 Need a way to set sign ~titles~ and descriptions in different languages

@neatz09 need to see an example of a sign log to see if they just garble the description depending if you have the language or not, or set some other flag.. setting just the 'language' parameter is not garbling the sign.

To add language only impacts the description field in spawn_signs. The title field cannot be garbled by the client.
