#436 LUA Interface expansion for player support "WorldScripts"

this is to allow a global setting instead of relying on zone scripts for interacting with a player in LUA

• When player dies
• level up
• first login entering the world (first time ever)
• char creation controls
• open mail / delete mail?
• tbd..?
• allow zones to have an override setting to change the world lua script (default disabled)

this one needs to be brainstormed more haven't gotten any input on other capabilities we want at a world level beyond the bullet points I have above
